Leave Management for Accountancy Firms: Handling Busy Season
Every accountancy firm has the same annual rhythm. January to April is intense, with self assessment deadlines on 31 January and company accounts piling up through to the corporation tax filing deadline on 1 April. During these months, taking leave feels impossible. But the rest of the year, you need staff to actually use their holiday. This guide covers how to manage leave in an accountancy practice without burning out your team or leaving clients stranded.
The busy season blackout
Most accountancy firms operate a formal or informal blackout on annual leave between January and April. Some extend it to include the payroll year end in April and the self assessment paper deadline in October. This is entirely legal, provided you:
- State the blackout periods clearly in employment contracts or staff handbooks.
- Give reasonable notice before the blackout starts (at least twice the length of the restricted period under Employment Rights Act 1996 guidelines).
- Ensure staff still have enough time in the remaining months to use their full annual leave entitlement.
The last point is critical. If busy season runs from January to April (4 months) and you also restrict leave around other deadlines, you may only be leaving 6 or 7 months for staff to take 28 days of leave. That is workable, but it requires planning.
TOIL: the accountancy firm essential
During busy season, accountants routinely work 50 to 60 hour weeks. Many firms offer time off in lieu (TOIL) for these extra hours instead of overtime pay. This makes sense for both sides: the firm avoids additional payroll costs, and staff get flexibility to take time off once the deadlines have passed.
A solid TOIL policy for an accountancy firm should include:
- Pre-approval for overtime. Only hours that are pre-approved by a partner or manager should accrue TOIL. This prevents disputes about whether late evenings were necessary.
- An accrual cap. Set a maximum TOIL balance, for example 40 hours (one working week). Without a cap, a trainee working 15 extra hours per week during busy season could accumulate 240 hours of TOIL over four months.
- A use by date. Require TOIL to be taken within 3 months of busy season ending. If your busy season ends in April, TOIL must be used by July. This prevents a backlog of TOIL requests disrupting the second half of the year.
- Clear recording. Track TOIL accrual and usage in a system, not in spreadsheets or emails. Disputes over "I definitely worked that Saturday" are common and hard to resolve without records.
Post busy season: managing the rush for leave
When busy season ends, every member of staff wants time off immediately. If you have a team of 12, you cannot have 8 of them on holiday in May. You need a system:
- Stagger leave requests. Ask staff to submit their post busy season leave requests by a set date (e.g. 15 March) so you can approve a fair distribution.
- Limit concurrent absence. Set a maximum number of staff who can be off at the same time. For a team of 12, this might be 3 people at once.
- Prioritise based on workload. If someone worked significant overtime during busy season, they should get reasonable priority for their first choice of post season leave.
Burnout prevention
Accountancy has one of the highest burnout rates of any profession. A 2024 ICAEW survey found that 67% of accountants reported feeling burned out during busy season. Leave management plays a direct role in preventing burnout.
Practical steps:
- Encourage leave between deadlines. If there is a lull between the 31 January deadline and the next busy period, actively encourage staff to take a few days off. Some firms make this a default (e.g., the first week of February is a "recharge week").
- Monitor working hours. The Working Time Regulations require that employees do not work more than 48 hours per week on average (calculated over a 17 week reference period). Many accountancy firms rely on opt out agreements, but even with an opt out, you have a duty of care.
- Do not let leave accumulate. If someone has not taken any leave by June, flag it. Staff who hoard leave are more likely to burn out and more likely to take extended sick leave.
- Offer mental health days. Some progressive firms are adding a small number of mental health days that can be taken without a formal sick note. Even two or three days per year can make a difference.
Fair leave allocation across the team
In accountancy firms, there is often tension between partners (who can take leave whenever they want) and salaried staff (who are subject to blackout restrictions). There is also tension between tax specialists (who have a clear busy season) and audit teams (who have different peak periods depending on client year ends).
Tips for fairness:
- Apply blackout restrictions consistently. If trainees cannot take leave in January, partners should avoid it too (or at least be transparent about why they are an exception).
- Recognise that different departments have different peak times. Audit teams may have year end engagements in March and September. Tax teams peak in January and July. Allow department level leave policies.
- Rotate popular leave dates (Christmas, school holidays) year by year.
Leave management for trainees and students
Trainee accountants (studying ACA, ACCA, or AAT) have additional leave considerations. They need study leave for exams, which may be offered as paid or unpaid time off on top of annual leave. Many firms offer 5 to 10 days of paid study leave per exam sitting.
Coordinate study leave with busy season. Most professional exams have sittings in March, June, September, and December. The March sitting falls right in busy season, which means trainees may need to take study leave when the firm can least afford their absence. Plan for this early.
